××水泥有限責(zé)任公司 環(huán)境風(fēng)險(xiǎn)應(yīng)急預(yù)案 1 總則 1 ·1 編制目的 建立健全環(huán)境污染事故應(yīng)急機(jī)制， 提高企業(yè)應(yīng)對(duì)涉及公共危機(jī)的 突發(fā)環(huán)境污染事故的能力， 維護(hù)社會(huì)穩(wěn)定， 保障公眾生命健康和財(cái)產(chǎn) 安全，保護(hù)環(huán)境，促進(jìn)社會(huì)全面、協(xié)調(diào)、可持續(xù)發(fā)展。 1·2 編制依據(jù) 依據(jù)《中華人民共和國(guó)環(huán)境保護(hù)法》、《中華人民共和國(guó)安全生 產(chǎn)法》、《國(guó)家突發(fā)公共事件總體應(yīng)急預(yù)案》和《國(guó)家突法環(huán)境事故 應(yīng)急預(yù)案》及相關(guān)的法律、行政法規(guī)，制定本預(yù)案。 1·3 工作原則 企業(yè)在建立突發(fā)性環(huán)境污染事故應(yīng)急系統(tǒng)及其響應(yīng)程序時(shí)， 應(yīng) 本著實(shí)事求是、切實(shí)可行的方針，貫徹如下原則： （1）堅(jiān)持以人為本，預(yù)防為主。加強(qiáng)對(duì)環(huán)境事故危險(xiǎn)源的監(jiān)測(cè)、監(jiān) 控并實(shí)施監(jiān)督管理，建立環(huán)境事故風(fēng)險(xiǎn)防范體系，積極預(yù)防、及時(shí)控 制、消除隱患，提高突發(fā)性環(huán)境污染事故防范和處理能力，盡可能地 避免或減少突發(fā)環(huán)境污染事故的發(fā)生， 消除或減輕環(huán)境
